    Harper believes what he says as long as he knows nobody is listening. He avoids issues that he may have to comment on and people will listen to. We hear about how Harper didn't go on a bicycle ride with Bush or return the infamous back-slap. This is to convince us that Harper is not a personal Bush fan but no media or politician is willing to talk about the meeting to any extent. Only the most visible issue is mentioned and then only skimmed over. The jellybean is what Harper wants us to think the meetings are about.
