Sounds more like the Conservative government is playing games here.
Earlier report:

"Afghan mission has cost $4.1B and counting"
"...the campaign has already cost the country more than $4.1 billion since 2001."
I guess Navy exercises aren't 'sexy' enough......
I have a question though. What would be the major cost of naval exercises, outside of fuel and a few shells?

It's Harper and his herd of quislings that are playing games.
When they speak, they are fast and loose with the "facts" (assuming of course they even get THAT close to truthfulness).
What we have is a one man government supported by sheepish Conservative Members of Parliament who are far more into their agendas of power than the concerns of those they are SUPPOSED to be representing.
The last time I checked, the rule of a nation by a single individual was commonly referred to as a "dictatorship".
Then again, these new "Conservatives" are little more than cowardly dogs who shy from the truth with the same speed and gait as a cockroach in the beam of a flash light.
