Is The US Considering "Greening" Russia And China?

Seeing as how nuclear energy is rapidly becoming "The New Green", I wonder, considering the recent claims made by Russia about continental shleves and such in the Arctic, if the US might be considering "greening" that country (and perhaps China as well).....?
