That ministerial staff were given preferential treatment in public service hiring mocks the merit principle and flies in the face of the constitutionally protected principle of a non-partisan public service.
But when you look past the low-hanging fruit of reform initiatives that the government has picked for this legislative basket, there are few changes that go to the root and branch of government decision-making.
Lobbyists will still make a very good living providing wealthy clients with access to the halls of powers.
Elections will still be won or lost, in part, on the parties' ability to raise money.
