Injecting transparency into the appointment process for the leadership of Crown corporations will be like turning on the tap in the desert — indeed, it is stunning that we have allowed successive governments to treat positions of public trust as sinecures to be doled out to the party faithful for so long.

That ministerial staff were given preferential treatment in public service hiring mocks the merit principle and flies in the face of the constitutionally protected principle of a non-partisan public service.

But when you look past the low-hanging fruit of reform initiatives that the government has picked for this legislative basket, there are few changes that go to the root and branch of government decision-making.

Lobbyists will still make a very good living providing wealthy clients with access to the halls of powers.

Elections will still be won or lost, in part, on the parties' ability to raise money.
