MECHANISM
Two doctors issue letters indicating they believe that if the person is released, he would either:
…..be a threat to others
….. be a threat to themselves
…..refuse treatment.

    The former Soviet Union used the same kind of law such as this one to lock up political deviants. After all, anyone who would disagree with the government has to be mentally ill.

    Why stop there? Why not perform experiments on the mentally and physically disabled like the Nazis did? No sense in beating around the bush about the true intentions of such laws.
