Fellegi says the change in policy he ordered Thursday does not reflect a security problem at Statistics Canada. "I had no concern ever about the security and confidentiality of the census data, but perceptions are extremely important, and it became clear to us that perceptions were such that we had to make a change," he says. Fellegi says the private-sector workers involved would have needed the same security clearances as Statistics Canada employees.
