A source at that meeting confided that Mr. Hill "lavished praise on the chairs who caused disruptions and admonished those who prefer to lead through consensus" -- an interpretation the whip strongly denies.
But the document does illustrate a government preference for manipulative tactics and proves that the chairmen are under intense supervision from the powers above.
Its tactics also fly in the face of yesterday's complaint by Stephen Harper that opposition parties are solely responsible for the committee paralysis now breaking out on Parliament Hill as the summer recess approaches.
It paints in vivid detail what Conservative chairs should say when confronted by challenges to their authority, how to rule opposition MPs out of order during procedural wrangling and even tells government MPs how to debate at committee when a hostile motion is put to a vote.

Difficult decisions are a privilege of rank.
It makes me wonder what kind of processes are in place to deal with stalled committee hearings. Is the government of the day in total control of the process or are there set rules in place, judging from this it would seem that the total disregard for any cooperation or civility as shown daily in question period has spread to previously more productive areas.
That ANY of our elected MPs tolerate this, let alone participate in it, is simply beyond belief.

Canada did vote in a coalition of opposition
parties and the Conservatives are just one of them.
I watched Jay Hill and Van Loen all week disregard the complaints of Liberals
and NDPers that Conservatives were
obstructing the work they were trying to do. They bold-faced lied to
Canadians and they all should be run out of the HOC and be cut
off from our tax dollar pay cheques. I can't stomach this group of individuals.
They all act and look subhuman to me. Rona Ambrose looks like one of those
Hula dolls nodding her head in the back window of some old sedan with
turkey balls tacked along the dashboard as she sits in the background
agreeing with every retarded comment Harper makes. I'd like to stretch her
bobble neck spring so far out you'd be looking up her grass skirt.

“At the August summer retreat national caucus meeting it was formally announced that committees, as generations of MPs had known them, were no more. Instead of being potential windows into the system for voters, they would become – at least for the Conservatives – party organs. Caucus members sat and listened as usual, in silence. But I could clearly see some more experienced MPs squinting in disbelief.<br />
A PMO insider took the podium and made several announcements, which had the weight and force of the prime minister. First, committee chairs were ordered to meet regularly with the party leadership (Jay Hill and then House Leader Rob Nicholson), and instructed to follow an agenda supportive of the government. That would include tactics to prevent expert witnesses from testifying who might be hostile, as well as techniques to disrupt meetings and shoot down the opposition, including filibustering, agenda alterations, and quick adjournments.<br />
Then, he went further.<br />
ALL CONSERVATIVE COMMITTEE MEMBERS, HE SAID, WILL NO LONGER OPERATE AS INDIVIDUAL MPS. THEY WILL NOT SPEAK IN COMMITTEE OR ASK QUESTIONS WITHOUT THE PRIOR APPROVAL OF THE CHAIR OR THE PS. All Tory MPs on committee are required to caucus immediately prior to every committee meeting, to plan strategy, line up questions for witnesses, and hear the government’s agenda for the meeting. The Chief Government Whip would have a representative taking attendance at the pre-meeting meeting, and there would “be consequences” for those members who did not show up.”<br />
