Harper's huffing and puffing about protecting Canada's sovereignty has so far amounted to intalling security devices in Pearson Airport. But the whole issue of "military icebreakers" and "deepsea ports" in the north has quietly left the table.

    It is no use announcing the purchase of new aircraft while there is no money to operate existing ships.<br />
