The bill will legislate the government's responsibilily to maintain its "bricks and mortar," the premier said. "It will force us to set aside every year a certain amount of money for the maintenance. So we don't do what we've just done," which is set aside billions of dollars to fix Quebec's aging roads, schools and hospitals.
Infrastructure investment has to be long-term, said Finance Minister Monique Jérôme-Forget. "You cannot go and repair within a year, two or three years what you have, I would say, gone and ignored for the past 30 years."
