The second formal step was the integration and subjugation of Canada's military into the US military command under NORAD, NORTHCOM, and the Bi-National Planning Agreement. That is why our Canadian military is in Afghanistan.
The third formal step in the creation of the NAU was the implementation of the respective liberty-stripping anti-terrorist legislations, the Patriot Act in the USA and the Anti-terrorist Act in Canada. Given an authoritarian regime, a fascist state can be created by the application of a few elementary steps.<br />
In Canada we have an authoritarian regime by virtue of the party system, corporate control of the ruling<br />
parties, and the fact that our elected representatives are controlled by the Party Whip and have to<br />
represent the party line rather than public interest.<br />
The Prime Minister's Office functions as a virtual dictatorship and can promote or obscure issues by<br />
control of Committees and limitations on debate in the House of Commons and press releases by friends.<br />
It seems that a fascist state can be created if the following steps are taken.<br />
1. Keep the agenda hidden. Dissemble, lie and talk one thing while doing the opposite.<br />
2. Control the media and access to information so that only the "official" corporate/party line can be<br />
discussed.<br />
3. Create an "enemy" and generate hate and racism as a coordinating technique for social control.<br />
4. Maintain a level of fear and distrust. Identify and supervise/stifle/eliminate dissent.<br />
5. Reduce the public level of education so that independent analysis of facts becomes difficult.<br />
6. If necessary, maintain a high proportion of near poverty so that the masses are kept busy scratching for<br />
a living and do not have time to think<br />
7. Provide the lowest common denominator of entertainment - lots of sex and violence.<br />
Together with the above it is necessary to consider how the public will react to the imposition of such<br />
constraints. A simple table of levels of sophistication was developed by Prof. A. Mazlow in 1943 to help<br />
employers evaluate employees. It is called the “Mazlow Hierarchy of Needs”. At the bottom are the<br />
physical needs to sustain animal life, followed by an upward range of levels of motivation as follows:<br />
top...... aesthetic: the need to create beauty, balance<br />
cognitive: the need to acquire and understand knowledge<br />
self-actualisation: morality, creativity, problem solving, acceptance of facts<br />
esteem: prestige, acceptance, status, adequacy, self confidence<br />
love and belonging: friends, family, identification with a group<br />
safety: security, structure, order and predictability<br />
bottom...... physiological: air, water, food, warmth, shelter, sleep<br />
The bottom 4 levels are deficiency needs, i.e. an individual feels anxious if they are not met.<br />
The top 3 levels are needs that increase growth and which promote further motivation.<br />
My point is that a population limited to the bottom three or four levels will be tolerant of a restrictive regime<br />
as long as it provides enough basic needs and security. e.g. Nazi Germany.<br />
An operational democracy needs more than that. It needs education, information and freedom.<br />
In Canada today we have a pseudo democracy barely capable of including the fourth level.<br />

How to create a Fascist state.<br />
Fascism. - a regime of centralised autocratic government headed by a dictatorial leader, severe economic<br />
and social regimentation and forcible suppression of opposition.<br />
Corporations and the military are based on a top down authoritarian structure.<br />
Corporate controlled Fascism is a natural mating of similar structures.<br />
The following paragraphs expose the mechanics of the system.<br />

Control the Media. Over the years, almost the entire spectrum of Canadian print, radio, TV and<br />
telecommunications media have been assembled into the portfolios of a few families and major<br />
corporations.<br />
The outstanding example is the print media empire assembled by Conrad Black (who was No.2 in the<br />
European Bilderberger group). That empire was then sold to the Asper family who privately control the<br />
CanWest Corp. stable of radio and Global TV stations across Canada. The Aspers and the CEOs of the<br />
media cartel which includes Bell Canada (BCE), the Tomson family (Woodbridge and GlobeMedia),<br />
Power Corp., Telus, Rogers among others are all members of the Canadian Council of Chief Executives<br />
(CCCE) which, along with the New York Council on Foreign Relations (CFR), has sponsored the Free<br />
Trade Agreements, the 2005 Security and Prosperity Partnership Agreement and the North American<br />
Union of Canada, the U.S. and Mexico.<br />
The whole media cartel is an incestuous mix of cross ownerships and common Board personnel who all<br />
support, and suppress information, about the corporate agenda of the CCCE<br />
This is a betrayal of trust. We expect our reporters and their editors to report the truth.<br />
Create an Enemy. This is a classic control mechanism for unification. It is basic trait for the family, tribe,<br />
nation to react to external threats. It is a false reaction if the threat is bogus and based on deceit and<br />
manipulation. This again is a betrayal of trust by our government which we have elected to deal<br />
truthfully with perceived threats. Hitler's Germany was united against Jews, non Aryans and<br />
Communism. Mussolini's Italy and the USA of Eisenhower through Bush the Elder were united against<br />
Communism. The USSR was united against Capitalism. Now the USA is united against so-called Islamic<br />
terrorists and Canada is being dragged into the same morass of killing civilians in a phony war for control<br />
of the Middle East oil resources and the creation of a permanent Islamist enemy.<br />
Fighting armies have to be trained to never question their orders and to hate the current enemies in order<br />
to kill. This creates racism and severe psychological trauma which endure long after the fighting is over.<br />
If the media keep up the drumbeat of "threat" and “national security” then the "fear" reaction is<br />
established.<br />
Of course, if you so maltreat an external entity that it reacts then the threat can become real. The tragic<br />
events of 9/11 illustrate how an event can be hyped to promote an agenda of war. If a real 9/11<br />
investigation can be made possible we may yet be able to find out if the tragedy was a LYHOP (Let it<br />
Happen on Purpose) or a MYHOP (Made it Happen on Purpose). The disgraceful Official Report is so full<br />
of lies, omissions and distortions as to be a joke if it was not such a cynical cover up and insult to ordinary<br />
intelligence.<br />
Canada, in spite of it's professed multiculturalism is being drawn into the anti-Islamic racism that is a<br />
feature of the current U.S. inspired killing of innocent civilians – the so-called “collateral damage”.<br />
Marginalise Dissent.<br />
A fascist state cannot tolerate a counter culture that might undermine its authority. It has to be "my way or<br />
the highway". Broadly written restrictive legislations are authorised and may be issued directly from the<br />
White House or the Prime Minister's Office (PMO) with little or no debate. Rights and freedoms hard won<br />
over centuries are overturned in the name of security. Special police and security forces are established<br />
to use the legislations against any body or party that seeks to challenge the restrictions, and the right to<br />
appeal to a judiciary is eliminated. Selected minorities are subjected to special attention and detention<br />
without explanation. Dissenting groups are labelled in the media and even in Parliament as "antipatriotic",<br />
"conspiracy theorists", "terrorist sympathisers", “enemies of the people”, "tin hat nutbars".<br />
A chilling effect is created when possible supporters of the dissenting opinion are made to realise that job<br />
security or pension benefits or free speech or any other privilege may be jeopardised and a prison term is<br />
possible if sympathy is expressed for a non-conforming culture or political dissent.<br />
Reduce Levels of Education.<br />
Public Education falls primarily under Provincial jurisdiction but is funded from Federal, Provincial and<br />
Municipal budgets.<br />
University education is funded by Federal grants, private donations and student fees.<br />
Thus, the level of public education is primarily dependent on the money available. Over the last 30 years<br />
the money available from Federal and Provincial governments has been progressively cut “because we<br />
can’t afford it”. Municipal governments have been left to carry more and more of the burden but property<br />
taxes can only be raised so far. Boards of Education are squeezed between public demand and the<br />
money available resulting in cuts to programmes, and fees for some tuitions and extracurricular activities.<br />
Universities are particularly hard hit resulting in increased fees and major student debts. Corporate<br />
assistance is solicited and results in compliance with corporate agendas. The overall result is a gradual<br />
dumbing down of the general population and creation of the arguments for privatising education.<br />
Alarming proportions of teenagers are leaving school with little more than basic levels of reading, writing<br />
and arithmetical skills such that they cannot accumulate further self-education or participate in informed<br />
debate. Gifted children or children of wealthy parents can escape but most others are trapped inside the<br />
bottom 4 levels of Maskow hierarchical skills. Hence much of the population is unable to analyse facts,<br />
evaluate information and come to an informed independent decision. They have to rely on opinions fed to<br />
them by others. The corporate controlled media will feed them the corporate or government line on<br />
significant issues and make sure they are not disturbed by dissenting opinions.<br />
Part of the population, oriented towards discipline, will endorse the authoritarian corporate point of view<br />
even though it is against their better interest. The progressive elements oriented towards nurturing, cooperation<br />
and community are denied the opportunity to understand what is happening to them.<br />
Reduce Social Services.<br />
The Bank of Canada was formed in 1934 to help counter the Great Depression. It was nationalised in<br />
1938 and used by the Federal and Provincial governments to finance a classic Keynesian mixed<br />
economy in which the government created interest free money for government projects and private banks<br />
financed corporate interests. It was very successful and resulted in curbing the depression, funding<br />
Canadian participation in WW ll, developing national infrastructures such as TransCanada Airlines (Air<br />
Canada) and national airports, the St. Lawrence Seaway, railroads, national pensions, Universal Health<br />
Care and a host of hospitals and social structures. In 1974 the National Debt was about $20 billion.<br />
Around that time the monetarist theories of the Chicago School of Economics were adopted by the Bank<br />
for International Settlements (BIS), World Bank and international financiers, the governments of Thatcher<br />
in the U.K.and Reagan in the U.S.A. as well as our own Bank of Canada.<br />
These theories held that private investment by corporations was more efficient than Government<br />
investment by bureaucrats. Therefore governments should deregulate and privatise government<br />
controlled industries and leave the management of the economy to corporate managers resulting in "a<br />
rising tide that would lift all boats". From that point on manipulation of interest rates would be used to<br />
control inflation.<br />
This has turned out to be one of the biggest financial fiascos of all time.<br />
Governments have been required to borrow from private sources at commercial rates, sometimes<br />
reaching 18%, resulting in a combined Federal and Provincial debt in the order of $800 billion due<br />
primarily to the magic of compound interest on unpaid debt. Interest charges are running at $50 billion a<br />
year. Governments have been forced to cut back on social services and maintenance of infrastructures.<br />
The Free Trade Agreements have enabled corporations to move industries to external sources of virtual<br />
slave labour resulting in major downgrades of local work opportunities. The top end of the financial<br />
structure has benefited through tax cuts. These were supposedly to enable investment to develop new<br />
industries but in reality they have resulted more in mergers, purchases of the cream of existing<br />
corporations and downsizing of labour forces. The middle and lower end of the financial structure have<br />
suffered stagnation, bankruptcies and reduced circumstances.<br />
Whether this was intended or not the result is shown in government statistics. The Rich are much richer<br />
and the middle class is much poorer.<br />
The cure for this miserable state of our education and Health Care Systems and many other necessary<br />
social services, is to make money directly available again from the Bank of Canada at zero interest for<br />
prudent investment in the future of the country. The original Statutes governing the Bank of Canada are<br />
still in place.<br />
However, it will take a major change in political will to throw off the tentacles of the private banks.<br />
Provide Diversions.<br />
The classical term is to "provide bread and circuses". The circuses these days are TV, Sports, TV, Movies<br />
and more TV.<br />
The pitiful level of the programming provided by the TV stations of the media cartel is claimed to be in<br />
response to public demand but may also be indicative of the low level of education of the mass of the<br />
population. Sports are mostly funded by individuals and corporate sponsors plus some physical<br />
infrastructures provided by Municipal and Provincial governments. Governments could and should do<br />
more to promote and support sports.<br />
Movies are little more than fairy tales for grown-ups. With the exception of a few documentaries the entire<br />
motion picture and TV industry is devoted to fantasy and escape from reality.<br />
Sex is used to titillate and entice the less worldly. Computer generated violence and special effects are<br />
used to provide a release of tensions. (Unfortunately this sometimes works in reverse.)<br />
All in all the circuses keep the population amused and provide some relief from the daily grind of reality.<br />
They are also useful for keeping the population occupied and with little or no time for serious thought.<br />
Control of the Agenda.<br />
This last is the most serious item on the list of 7. (Much of this next is borrowed from "don't think of an<br />
elephant" by George Lakoff.)<br />
A technique has been developed over the last 40 or so years, mostly from the advertising industry, to use<br />
words and pseudo information to manipulate the perceptions of whole nations.<br />
The Republican Party in the U.S. has refined this technique of “framing the debate” to a fine art. They<br />
understand that if you control the frame or the parameters of the debate then you can control the<br />
language and hence the message within the frame.<br />
After careful research, a phrase is used that has a strong emotional meaning which can be used to<br />
persuade gullible people to vote against their own best interests.<br />
A classic example is the use of "family values". This will evoke feelings of kindness, harmony, a well<br />
balanced upbringing of children, mutual support, compassion, freedom to choose and goodwill to others.<br />
Everybody will be in favour of that. However, the opposite has in fact been used in a narrowly partisan<br />
sense to support controls, Christian fundamentalist views and legislation against abortion and gay rights,<br />
and outright racism against other religions - all in the name of "family values". Similarly "healthy forests"<br />
has been used to cover clearcutting, "tax relief" means tax cuts for corporations, and "clear skies" means<br />
deregulated pollution.<br />
Secondly, by using respected think tanks, spokespersons, the controlled media and lots of money to buy<br />
airtime, the same slogan is repeated over and over again from multiple controlled sources so that people<br />
can be led, without thinking, to believe that "war is peace" and "security is freedom" because everybody is<br />
saying that.<br />
This is all in addition to the outright lies about Weapons of Mass Destruction, Islamic terrorists hating<br />
American Freedoms and the totally discredited Official Report on what happened on 11th Sept. 2001.<br />
In Canada the technique has been less sophisticated because the corporate control has been more<br />
absolute. Information is simply suppressed, distorted and even denied. Bureaucratic obfuscation is used<br />
to deny the existence of a plan for North American Union because the government has not used that<br />
exact phrase in any press releases.<br />
The plan is in fact incorporated piecemeal in the 1994 Free Trade Act that gave offshore corporations the<br />
same rights as Canadian citizens, the 1998 North American Free Trade Act to permit unrestricted<br />
purchase of Canadian assets and prohibit any legislation that would interfere with offshore profits, the<br />
2002 Binational Planning Agreement to merge the Armed Forces under U.S. control, the Smart Border<br />
Agreement to create a continental perimeter around Fortress North America, the 2005 Security and<br />
Prosperity Partnership Agreement to harmonise regulations between Canada, the United States and<br />
Mexico to the lowest level of voluntary compliance, and Lord knows what else. (notice how they all have<br />
innocuous good sounding titles.)<br />
Such economic benefits as may result from Canadian natural resources and Mexican labour will flow<br />
entirely to the transnational globalist corporations intent on world domination.<br />
A proposed solution.<br />
Both our Liberal and Conservative Federal parties and the Provincial legislations in B.C., Alberta and<br />
Ontario are in favour of this sellout of Canadian Sovereignty and are actively conspiring to make it<br />
happen.<br />
In order to reverse this slide into fascism and control by the United States we have to change the makeup<br />
of our governments. We have to elect representatives who are committed to protection of the people and<br />
prepared to revoke the legislations that have led us so close to the brink of disaster.<br />
This means that neither of the two main Federal Parties can be allowed to govern and the majority of<br />
presently elected MPs must be thrown out unless they commit to representation of the electorate instead<br />
of the party line.<br />
In order to reach the general population our message has to be framed to fit our principles.<br />
Recitation of facts and examples of guilt as I have listed in the 7 steps to fascism are not enough.<br />
We have to bring words like "fascism", "traitor", "betrayal of trust" into general public use. The war on<br />
terror must be replaced with “war against the Afghani or Iraqi people”. Instead of repeating neo-con<br />
phrases and definitions our texts and speeches should use words like humanitarian, nurturing, caring,<br />
moral values, empathy, responsibility, protection, freedom, opportunity, prosperity, fairness, community,<br />
co-operation, honesty, trust, and so on.<br />
“Betrayal of Trust” would be a good mantra to bring together many diverse progressive groups concerned<br />
with democracy and loss of freedoms, environmental issues, educational issues, health issues, energy<br />
issues, water policy and equal rights.<br />
There is one tiny little federally registered political Party that has consistently, since the 1990s, fought to<br />
expose this descent into subservience to the USA. This is the Canadian Action Party led by Connie<br />

The plan of action to deal with the present political morass is as follows:<br />
Raise awareness of the current slide into fascism via the internet, public forums and radio talk<br />
shows.<br />
Elect MPs who will reverse this betrayal of trust<br />
Re-empower the Bank of Canada to control the creation of Canadian money so that we have the<br />
means to-<br />
-Break up the monopoly control of the media using anti-trust legislation, revocation of<br />
licences or compensation so that we can generate a multi-oriented free press and think<br />
for ourselves and<br />
-Abrogate the NAFTA and maintain our economy with infusions of BoC money to counter<br />
possible retaliatory sanctions from the U.S.A.<br />
Stop the SPPA and the slide to a North American Union.<br />
We have nothing against the American people. We want to be friends and trading partners but on fair<br />
terms. We understand that many American and Mexican people are also against the SPPA and the NAU.<br />
If these thoughts resonate with you I suggest that you work to generate a strong<br />
political voice that can make things happen for the people rather than the<br />
corporations. The climb back up the hill will be tough but it is better than ending<br />
up in a fascist hole that our current governments are digging for us.<br />
Remember the simple definition of fascism ---"fascism is when the top corporate<br />
companies run your government" --proof being--80 or so CEOs will be at<br />

Please don't make this your hit and run venture here as from what I've read after I reformatted the damned Apple method of presentation makes some sense. I say some because you'll gotten closest to the truth of things than a lot of post I read here
There are some glitches in what you present but for the most part it is accurate, as far as it goes.
In my never to be humble opinion any continuations of the party system will only result in more of the same
The "system” is unfixable mainly due to the stuff you’ve outlined and I am familiar with.
What is required is a new paradigm or more precisely
a return to that which was stolen.
