'Urgent trace'
Curtin, who is posted at the U.S. embassy in Ottawa, is restricted in what he can divulge. But he can say that the co-operation that exists between his organization and Canadian counterparts at the Provincial Weapons Enforcement Unit in Ontario (PWE) and the RCMP, has resulted in illegal guns being traced successfully on a regular basis.
He cites a recent case in which his office was called upon to help out PWE on an "urgent trace" in connection with a shooting in Toronto. The information on the gun in question was fed into ATF's headquarters in West Virginia and a hit came back within two hours, Curtin said.
"The public should know that there are aggressive professional partnerships and programs going on across Canada and the United States. Unfortunately, we only hear about the problems or issues which may arise and the general public is not advised about the great, solid work done by outfits like PWE and the RCMP," he said.
But Curtin admits it's difficult to pin down an exact number of guns coming into Canada illegally.
"The ambassador (David Wilkins) said that we either can change the U.S. Constitution or we can shut down the border and search every car going back and forth between the U.S. and Canada -- and neither one of those things are going to happen," said Curtin.
"The way guns are coming into Canada are the way they've been coming into Canada for a number of years -- two or three at a time."
The good news is that advancements in technology and communications have greatly enhanced the ability of law enforcement agencies to trace the source of illegal weapons.
When ATF started tracing guns used in crime in 1988, 48 weapons were U.S.-sourced. By 2004, ATF had traced 260,000 guns used in crimes committed in the U.S., Canada and other countries.
PWE's commander, OPP Det. Insp. Steve Clegg, works with the ATF on an ongoing basis and agrees trying to pin down a specific number of guns getting into Canada illegally is a bit like chasing a ghost.
"It's not uncommon that some of the guns that we seize do originate from the United States, but we also have issues domestically where we have guns that are being stolen from residences, businesses and turned over to the street to the criminal market," Clegg told Sun Media.
How do police battle the gun wars raging on the streets of some of Canada's big cities? Clegg said specialty squads like his are one answer, and if judges would punish gun-toting criminals to the fullest extent of the law, that would help, too.
"In some cases we do see it happening, in others we see the Criminal Code could be applied in a better manner," added Clegg.
He said the "criminal element" is in the market for easily concealed weapons.
In 2004, Clegg's unit seized more than 1,800 firearms. So far this year PWE has seized over 600 guns and laid 920 Criminal Code charges against 170 people.
"Are you going to stem the demand for firearms? I don't think you are. There's always going to be a demand. Why does a 16-year-old punk need to have a gun?" Clegg said.
"There is no magic answer. Let's try and eliminate some of these violent shootings and get a grip on the violence."
Customs and Excise Union president Ron Moran says more stringent controls at the border are needed -- border guards currently seize an estimated 5% of the illegal guns believed to be transported from the U.S. into Canada.
'Given up'
"What it says is there is a very, very high potential law enforcement opportunity that's knowingly being given up," says Moran.
"There's 225 unguarded roads that cross into the country. Most of which you can use without driving a four-wheel drive vehicle and most of which are plowed during the winter," he said. "Those stem from the era when the honour system worked. To leave them unguarded completely is ludicrous.
"Obviously it's very easy to get a gun into the country if that many (guns) are not intercepted. It becomes very frustrating because you're hired and you're part of an organization that purports to be the filter."

The level of integration being practiced between our millitary/law enforcement, and those of the USA is unprecedented. I think we are seeing the begining of the end of the Big Bank takes Little Bank scenario.
Once we get our terrorist attack, or natural disaster, and the marshall law needs to be enforced, they will have plenty of trained officers ready to enforce it.
Actually a big enough attack on America, could produce Marshall Law on the entire continent. Just wait and see.

You seem to be blaming the USA for "importing" guns, at the same time you blame the USA for working with Canadians to stop them. Also you find a way to blame the USA for Canadian gun laws (very strange leap on your part!).
Do you want more guns in Canada? Do you want to change Canadian gun laws? Do you just want American gun-law enforcers out of Canada?

Here's a novel idea: Canadians pay, and implement, their own border control! Do your own gun law thing, and enforce it, any way you want!
Also, please note the spelling of "martial law." A common mistake is to spell it as "marshal law" or "marshall law." A "marshal" is a law enforcement officer of, for example, the U.S. Marshal Service. There is such a thing as a marshal, but no such thing as marshal law.

Americans don't import guns into Canada, they are brought in illegally by organized crime, and remain in such hands, due to the gun registry system here, tracking every "legal" gun. I don't blame America for Canadian Gun problems, thats a load of crap. But its used as an excuse for this "integration" crap. Yes we needs a stronger border, on our side. We spent 2 billion so far on a gun registry that does nothing for the good people of canada except oppress them, and make them deal with even more breauacracy and government interference i their lives, if they want to own a gun. That 2 billion could have gone along way in improving border patrols. Now we have a morally corrupt government on both sides of the border, and it is a bad portent.

Its a proven fact, that in communities in which everyone is armed, there is less crime.
In the USA, the cities with the HIGHEST crime rates, are those in which hand guns have been banned from being owned by Citizens.
You might want to live under Martial Law, because you think it will keep you safer. Well it wont. Stop fearing your neighbors. Get involved in your community, and take the responsibilty of being able to defend yourself. Don't worship the government and think they will protect you, cause they wont. In most cases, Police only arrive in time to take notes from witnesses, or the crime scene, rather than actually prevent a crime.
Stop being afraid, learn how to protect your self. It is your god given right as a human being. Anyone who tells you different, wants to rule your life.

There is no comparison between America and Canada on this issue. Detroit had more murders last year than Canada. So did Washington, New York, Chicago, Miami, LA, and San Francisco-Oakland. Let me repeat that -- each of these cities had more homicides than Canada -- MORE THAN CANADA.
The reason? We don't have as many guns. Less guns = less murders. Look around the world: places with more guns = (shocking!) more gun use. Get your head out of the sand. American guns are killing Americans. Worse, they are killing Canadians.
Guns don't kill people -- people with guns kill people.
They were invited into Canada for the purpose of helping create some sort of order on the Canadian side of the border.
Canadians simply are not up to the task of policing the Canadian side.
However, drug dealers, pimps, gang members and so on, will all still have guns if they can get them. So then you have criminals, and police with guns, and everyone else for the most part disarmed. Sometimes the police are corrupt and work with the organized crime locally. This is not a fairy tale world. You people need to stop relying on the government so much. If you are involved in your community, and have social programs that help prevent drug abuse, prostitution, and young adults with something constructive to do, you have less of these problems, thus less violence period.
Anytime you have an urban culture in North America, espeically given the popularity of Gangsta Rap, there will be more negative things around. But to say that everyone should be helpless is ridiculous. Also, Canada has plenty of guns. Just because you never see them, and your area is peaceful doesnt mean they arent there.
The organized crime elements in Canada, don't cross each other much, because they tend to run mostly along ethnic lines. In the USA there is more gang related violence, due to the segregation, and number of gangs in general. You can't just ignore that when talking about gun violence. Just because your a coward who is afraid of his neighbor, is no reason to disarm law abiding, rational, normal people due to your paranioa and fear.
Perhaps they should not be able to do that. They should not take their work home with them; their families will thank them. Besides, a police officer is *trained* in how to use their weapon, AND in how to NOT use it. non-fatal combat and unarmed combat are part of their training, but is ignored by amateur gun owners.

Excellent advice. Sadly, the vast majority of guns are purchased out of fear, and are supposedly for self-defense. A gun will only ease your fear if you are unaware of how inept most gun owners are, especially under stress.
