Having the principle both 'set forth' and 'spoken forth', all that awaits now is a continental emergency or disaster for NORTHCOM to apply the 'Continental Response'. In as much as the National Guard is deployed in Iraq, and Canada's military is occupied in Afghanistan, the 'Continental Response' will call on peacekeeping troops established under the Global Peacekeeping Operations Initiative (GPOI) entered into by President Bush with Mongolia and other nations. Going from Breakdown To All Out Bust A 'U.S. Government Bond Breakdown' occurred October 4, 2006. http://tinyurl.com/s2ja4 Bond breakdowns are cyclical, this being described in the November 23, 2004 article Bond Market Entering Two Month Crash Warning. http://tinyurl.com/y2qdh5 When the 'Continental Response' comes, there will be a financial panic and flight from the Bond market The Response will be the 'nail in the coffin' for prosperity and genuine democracy, both of which have peaked. Peak Prosperity is visually presented in the Merv's Non-Edibles Futures Page dated October 9, 2006. http://tinyurl.com/y8z27s Peak Democracy is communicated numerous articles such as Ralph Nader's Democracy The Big Loser on Habeas Corpus and the Blog article Get Your Jack Boots and Brown Shirts Ready. Recent experience with hurricanes, ice storms, industrial accidents and the like demonstrate our interdependencies, as well as the need for coordination and mutual assistance in protecting and safekeeping our populations. Moving forward we will: Develop a common approach to critical infrastructure protection, and response to cross border terrorist incidents and natural disasters, across a number of different sectors including, but not limited to, transportation, energy, and telecommunications. Develop and implement joint plans for cooperation for incident response, as well as conduct coordinated training and exercises in emergency response." (2) Leaders Joint Statement of March 31, 2006, North American Emergency Management sub-section: "Disaster – whether natural or man-made – in one of our countries can have consequences across national borders. Our vision for a North American response, relief and recovery strategy would ensure that critical equipment, supplies and personnel can be deployed expeditiously throughout North America. We commit to develop a common approach to critical infrastructure protection, coordinated responses to cross border incidents, and coordinated training and exercises, with the participation of all levels of government in our countries." >>"If a more "prosperous, competitive" and "secure" North America is to be built and the commercial challenges from a rising China and India and an enlarged European Union are to be met, there will have to be a "continental response" in the form of a closer partnership between Canada, the US, and Mexico." <<

There will have to be a fair, equal representation in ever aspect of this process with no one country running it or its value and respect will not be present condemning the process to failure and oppression if not dictatorship.

I don’t believe that the United States of America could ever abide by situation like this without beening in complete charge without question.
