France and Quebec plan joint mission

Ottawa is granting Quebec Premier Jean Charest the unprecedented privilege of accompanying a foreign government leader to another country to promote common interests.
Mr. Charest will join French Prime Minister Jean-Pierre Raffarin next month on a trade mission to Mexico Nov. 17-18, where they are scheduled to meet Mexican President Vicente Fox.
Quebec has special diplomatic relations with France, but never before have the two governments used their unique bilateral ties to develop a common economic strategy in a foreign land.
The province is expected to help France develop new ties in North America, and France will do the same for Quebec in Europe when the two governments participate in a similar visit to an Eastern European country some time next year.
A senior Quebec government adviser said Ottawa was worried that the joint Team France-Quebec trade mission to Mexico could create a precedent if Mr. Charest was perceived as obtaining special treatment, as a head of state, in a foreign country.........

So who really cares if Québec participates in diplomatic
and economic missions on its behalf ? The last I
heard, Québec is known as a Canadian province and
whatever good these missions bring to Québec, it will
benefit "Canadians", non ? Is there anything wrong
with that ?

But on the other hand, the Quebecois do have a genuine culture and identity that are truly distinct from those of the rest of Canada. What does Canada have to differentiate it from the US? A bigger welfare state and less entrepreneurial economy. Not exactly the stuff of stirring anthems. "The True North well protected and free from competitive forces."

To forbid provincial governments from looking after
their affairs and interests for 'Big Brother's' sake in
Ottawa is not sensible nor realistic.
On the contrary, Ottawa and all Canadians should be
pleased that provincial governments have the ability to
conduct themselves as leaders on the world stage.
Too funny. My first thought was she has a medical problem and she better have some good health insurance! But ya we may be hosers and that's OK with me, but this guy needs to remain anonymous or he'd be in jail.
