Ethnic voters were key to the NDP's win in the recent byelection in the Montreal suburban riding of Outremont. It marked the first time in almost 20 years the party has won a seat in Quebec, and only the second time the party has ousted the Liberals from the riding since 1935.
Layton said the party chose to hold this weekend's events in Manitoba in order to learn valuable lessons from Premier Gary Doer.
Doer became the first NDP premier in Manitoba history to win three majority governments.
"We've all been really impressed by the government of Gary Doer," said Layton, noting Doer took the Manitoba NDP from a single-digit seat count in 1988 to a majority win in 1999.
There is, however, a perceived distance between the Doer government and Layton's party, with Doer often described more as a Liberal in NDP clothing.
Doer's centrist policies are one of the reasons the provincial Liberals have struggled to gain a foothold since he came to power. Some traditional NDP supporters have expressed disappointment in Doer, accusing him of selling out to tax cuts rather than sticking to helping the underdog.
