TILMA is really a sneaky way to bring in the SPP agreements/NAFTA plus, because what it does is create province-to-province, and province to STATE, harmonization deals. So in essence it accomplishes the work of deep integration through provincial agreements, in a sort of horizontal way that lays the groundwork for the larger federal work of harmonizing with the U.S. and Mexico. Many municipalities in places like Alberta have no idea how far-reaching TILMA is either.

It does give investors much greater rights than NAFTA does but it doesn't seem to have anything to do with any US government or the SPP. Was this in Campbell's platform during the most recent provincial election? Was this mentioned in the speech from the throne? How exactly did this come about? Or was it prompted by federal pushing?
Does this not unsettle the concept of "balance of power"?
