What Does Global Governance Mean?

A common Regional Military secures the Homeland: it roots out the insurgency opposition of local war lords; it defends against foreign threats; and it provides for coordinated military assistance to each other’s civil authorities in the event of an emergency. Thus, the Regional Military becomes the security guarantor. Multinational peacekeepers are called in for constabulary duties and civil service duties as required. Government replaces civil servants with outsourced employees from corporations. Public private partnerships form and these build the homeland security state infrastructure to both control and keep tabs on the domestic population. Through executive orders and judicial decisions civil liberties afforded by law and constitution are sacrificed for security. The Government uses eminent domain to force the highest and best use of property so as to create jobs and increase tax revenue. News is managed and channeled by corporations. Children are instructed in educational factories where instructors must be both subservient to and licensed by the state. II. Global Governance Is Exemplified in the Security and Prosperity Partnership Of North America (SPP) which was signed at Baylor University on March 23, 2005 by the three leaders of the North American continent. A. The Joint Declaration by President Bush, President Fox, and Prime Minister Martin calls for principles of security and prosperity to be instituted over the entire North American continent: "We, the elected leaders of Canada, Mexico, and the United States, have met in Texas to announce the establishment of the Security and Prosperity Partnership of North America. Over the past decade, our three nations have taken important steps to expand economic opportunity for our people and to create the most vibrant and dynamic trade relationship in the world. Since September 11 2001, we have also taken significant new steps to address the threat of terrorism and to enhance the security of our people. But much still remains to be done. In a rapidly changing world, we must develop new avenues of cooperation that will make our open societies safer and more secure, our businesses more competitive, and our economies more resilient. Our Partnership will accomplish these objectives through a trilateral effort to increase the security, prosperity, and quality of life of our citizens. This work will be based on the principle that our security and prosperity are mutually dependent and complementary, and will reflect our shared belief in freedom, economic opportunity, and strong democratic values and institutions. It will also help consolidate our efforts within a North American framework, to meet security and economic challenges, and promote the full potential of our people, by reducing regional disparities and increasing opportunities for all." B. The Next Steps Plan For They Year 2005 Calls For The Building Of A Continental Homeland "We will establish working parties led by our ministers and secretaries that will consult with stakeholders in our respective countries. These working parties will respond to the priorities of our people and our businesses, and will set specific, measurable, and achievable goals. They will outline concrete steps that our governments can take to meet these goals, and set dates that will ensure the continuous achievement of results. Within 90 days, ministers will present their initial report after which, the working parties will submit six-monthly reports. Because the Partnership will be an ongoing process of cooperation, new items will be added to the work agenda by mutual agreement as circumstances warrant. Through this Partnership, we will ensure that North America remains the most economically dynamic region in the world and a secure home (homeland)for our people in this and future generations." Canada and the United States – together with Mexico in certain sectors – are partners in what is arguably the world’s most advantaged region – North America." B. The Homeland Needs Security As It Is Threatened "Threats by land, sea or air can enter North America at any point and threaten us all." C. A Common Military NORAD -- NORTHCOM Secures The Homeland "For almost 50 years, we have shared responsibility with the United States for North American air defence through the NORAD treaty. We believe we can deepen cooperation in other areas as well: our binational planning group is considering joint arrangements for maritime defence, and for coordinated military assistance to each other’s civil authorities in the event of an emergency."
