"Getting the Congress to act, and repeal a law that is passed, is not an easy thing to do," Mr. Cellucci told CPAC, Canada's Political Channel, in an interview this week.
"And I suspect that it will take the imposition of sanctions by Canada and other countries to get the Congress to act -- and I think eventually they will act," he said.
Mr. Cellucci's comments come nearly one month after Canada and seven other jurisdictions threatened to slap trade sanctions on the United States for not repealing the Byrd Amendment.
The law allows Washington to funnel to American businesses any cash that is earned from U.S. duties levied on foreign business competitors.

I'm pretty sure that Celluci is worried about globalization being threatened. It isn't like he or the rest of Bush's extended family care about Americans any more than they care about the rest of the planet. Their concern is dollars, the ones that land in the pockets of their biggest political contributors. Sanctions threaten that.
