    And why were the Police stopping them in the first place?
    Perhaps to enforce the petty regulations of the incremental nanny state, in the intrests of demonstrating that they are "the law" in that town, and will respond with force to prove "who is in charge"?

    You should read the article. A bunch of people (15?) were driving around in the back of a pickup truck. That's why they were stopped. In the process of giving the driver a ticket, the two officers felt they were likely to be 'swarmed' by the occupants of the truck.

    They were probabally unlikely to be swarmed, as this was a celebration of a soccer win by a local team. But the officers were new, and didn't know that. There is no excuse for pepperspraying children. Hence, the apology.

    If the officers were "new" as you say, then why weren't they partnered with local veterans instead of with another rookie?

    With these kind of patrol assignments, this was an incident just waiting to happen.

    Someone definitely screwed the pooch royally here.

    I am not their Staff Sgt. I don't determine their partners, nor can I comment on their assignments.

    Read the articles under 'Related'. When an officer says 'back away' because 30 rowdy people make him feel threatened, then back the f- away! Let the man do his job.

    Those who got sprayed are not blameless, excluding the children involved. Both sides definitely screwed the pooch.

    Both sides did screw the pooch agreed, but whoever posted two rookies together has a share of the fault as well.

    Rookies on patrol without sufficient local knowledge is, was, and always has been, a bad idea.
