It is standard automotive industry practice for chief executive officers to sit around doing nothing while some bloke down on the assembly line figures out how the company should be managed.
Look no further than Henry Ford, who many people have been conned into believing was the guy who came up with that assembly line thing. In fact, Henry and a number of his company's directors were sitting in his office, shooting rubber bands at each other, when Henry said, "I wish, as head of this company, I had the freedom to propose ways to make it more efficient, to make it a world leader in auto production."

The PM's position would leave her every move open for scrutiny, and her agenda something easily seen.
Being a power behind the throne would leave her for the most part invisible to any form of media or public scrutiny, and also allow her to carry out whatever private agenda she actually has in relative safety.
Stupid? No.
Smart? Yes.
Cunning? Most definitely.
We all best keep an eye on this one, she's dangerous.
