    I wonder how a situation like this would have been handled

    - in medieval Europe - where everybody did their business on the street and in the public market place?
    - today, in many cities all over the world - where everybody still does much business on the street - although with a license?

    I have not been to many world cities, but I would suggest examples like Buenos Aires, Santiago, Amsterdam, London and Paris would suffice. Public space is public space.

    It was my belief that public streets in Canada are owned by Her Majesty the Queen in right of the province of (name)except in charter cities (those in British Columbia are Vancouver, Nanaimo, New Westminster and Victoria) where the streets are "owned" by the city. I do not know the Ontario situation.

    Nevertheless, I think the City of Ottawa is barking up the wrong tree.
