A Starbucks and a Taco Del Mar restaurant were damaged in the blast. No employees were working in either store at the time, although there were staff stocking shelves at the nearby London Drugs, said Fanning.
"We now know that the explosion started inside the Taco Del Mar," said Fanning.
Police said today that one staff member saw something "she believes to be suspicious," and that investigators are interviewing her.
The blast was so loud that it rattled neighbours and shocked witnesses.
"There was this giant boom," said Kathleen Bell, who witnessed the explosion.
"It was like someone pounding on your chest," she said, adding the building was completely destroyed. "At first I couldn't even tell that it was a Starbucks."
