"I can understand there being conferences in exotic locations occasionally and having to send some government employees there, " said Smith. In the Emerson- Harper case, however, both sides openly admitted to the media that Harper called Emerson and offered him a ministership, which constitues a bribe and clear conflict.
To the best of my knowledge, the NDP had already introduced a formal complaint to the Conflict of Interest Commissioner and if proven, according to defeated NDP candidate, Ian Waddell, both Harper and Emerson could lose their seats.
I don't know the legalities involved, only what I've seen and read, but perhaps Peter, being a lawyer, could shed some light on it.
In any case. Emerson is a dead duck both as an MP and as a Minister, who will be hounded out of office.

Scandalous as the Emerson case is, I'm even more scandalized about Fortier and O'Connor. So what if he has to give up Emerson - he gets to keep the other two with no public protest.
This is Tory steamroller tactics - overwhelm the people with so much outrage that they can't respond to all of it. Then make a small concession and everybody's supposed to be happy now.
