    The am will give present insite as to the new law being passed.<br />
    One may wonder why a law is needed when morality should prevail. An interesting cut from the artical may make one understand why the USA considers the entire world their's:<br />
    >> The law prohibits torture by U.S. government agents "only outside" the United States; special territories are considered to be inside the country.<< It is understandable why the US must claim new territory.
