Martin shelved plans to revive the popular bill after Cotler agreed to introduce similar government legislation.
But he was frustrated when Cotler instead issued the government paper, which calls for consultation on several federal proposals.
Reid also expressed concern Tuesday.
"I'm disappointed that the minister proposed more study, more delay rather than coming forward with a bill."
Reid said Canadians cherish the right to get the facts on any subject and to get the truth when governments are suspected of rewarding friends, punishing enemies or putting self-interest above public interest
