* To rename the act the Healthy Air and Climate Act, indicating that Kyoto Protocol targets, which were absent from the original bill, would become a key priority of the revised act; * To set targets that Canada must meet, such as the Kyoto Protocol 2008 to 2012 targets, an 80 per cent reduction in emissions below 1990 levels, by 2050; * To set interim targets at five year intervals between 2015 and 2050; * To give new authority to the environment minister that would allow him or her to designate significant areas under the Canadian Environmental Protection Act; * And a "just-transition fund" to help the automobile move from voluntary to mandatory targets.     Before I congradulate the NDP, I would like to see the details. The base line looks good however. The NDP may not be able to shove it on the table but certainly gives Harper an easier way out. I hope the Conservatives will take the "Dinosaur Award" to heart.

    The NDP plan is a good one. I'm not convinced that it won't die on the order paper, but the plan is good.

    I wouldn't say that Layton wasn't playing politics either...as near as I can tell this was a full-on political press designed to get the NDP votes by doing the right thing on a hot issue. There's nothing wrong with that...it's how our system works and whoever the strategists behind this were should be given accolades.
