Details are still being finalized, and Layton says analysts haven't quite finished figuring out how much the tax cut would cost.
But he insists an NDP government wouldn't run a deficit to fund its proposed tax changes.
"We're essentially looking at an approach that begins step by step to remove the GST from family essentials - the things you absolutely have to buy," Layton said in an interview.
"It absolutely has to be in the context of a balanced budget."
The GST reductions and any other proposed tax breaks - possibly including income tax cuts for poorer families - would instead be funded through budget surpluses that have reached billions of dollars in recent years, he said.

If there's any party lying to Canadians its the Liberal's. The Liberal's are lying and they know it. Mr. Layton I think actually believes what his saying. His intentions are not to lie, but to actually push to have GST taken off essential products/services. Its just hard to believe he is serious cause of the conservatives and liberal's lying.
If you notice Mr. Layton isn't saying completely elimnating the GST. His talking about essential products/services. There's a difference. I remember it being the conservatives (Mulroney) who was thought to be the leader who would not impose this sort of tax, yet he did. He lied. Chretien has also said he was gonna abrogate the GST if he was elected. He lied. The NDP isn't saying their gonna get rid of the GST entirely. There's a difference.
In summary I think Mr. Layton's intentions with the GST are very real.
