No substance whatsoever in this statement IMHO. I would much rather know what makes a country "bilingual" (or not bilingual) and what specific policies ensure these rights. I might agree in fact with many of these policies having failed as some of you well know. I have no problem with Harper challenging the complacency here, assuming this is what he was doing. I am not aware of any other political party actually doing so.

Canadians have a right to demand to be served in both languages - the two languages that formed this great nation.
While I am here - Harpie would probably also like to change our 'Canadian' english to US bastard English.
The related bureaucracies are self serving, divisive and not looking after the people needs other than their own. As a result, the FHQs are getting dramatically assimilated. Could it be what some evil minds really want??? Understand that the FHQs are ***fully*** bilingual and therefore their needs are not the "reserve" types of needs that we would like to provide them with. It is already hard enough to get functional fed services in English.
I can ensure you that the next generation of FHQs kids are not going to be any more inspired by having more fed services in French, if all it means is that they can work for the feds and live in the "reserve".
Bilingualism IMHO is a wonderful policy but the perfect example of the complacency that happens when people fall into ideologies and rely on their proxies without tracking them: 1) political rot 2) something that accomplishes exactly the opposite of what it was supposed to achieve
