Upon questioning, he revealed that he envisions the creation of two states, both with access to the water. This is just an intermediate solution so as to establish peace. He says he hopes that at this time moves towards a single all-inclusive state can be made.
Hopefully Poz can comment on this to rectify whatever butchering I've done. I, after all, am not a poli-sci student or a linguistics major, so it's a little harder for me to explain it.

the benefit to your site is bandwidth savings; ie: that as you host the file, many users will take turns getting the pieces you upload. they then share those pieces amongst themselves, so the original machine rarely has to upload the same piece twice. once there are a few downloaders-turned-seeder (by completeing the download and keeping it active as a seed), the original machine can cease hosting the file, but still keep the "swarm" alive via the BT Tracker it is running, and by continuing to provide the torrent file to new downloaders.<br />

FYI, i have been participating in a site that is built on this concept of communal information, and have uploaded a few informative documentaries there (<a href="http://firefiles.org/userdetails.php?id=25126">http://firefiles.org/userdetails.php?id=25126</a>), and i will be uploading a torrent of 6 Noam Chomsky interview/documentaries (2 gigs), and again the beauty of torrents is that all i have to do is make sure that atleast 1 user reaches 100%, and then the swarm can perpetuate itself to completion (for months, in some cases) without my continued uploading. and the BitTorrent libraries are *free*.<br />
