The nonpartisan institute combines scholars with policy makers. Over the five-month contract McDorman will conduct research while educating himself more on how Americans work in terms of policy in their natural habitat, he joked.
While it is common practice for bordering countries to turn a blind eye on ocean matters, Canada has a real knack for it - especially when it comes to the contested Northwest Passage.
"We have made it into more of an art form," McDorman said of the Canada's tendency to let things like U.S. ship permission to be on the water slide.
