Grant McFadden, a leading virologist at the University of Western Ontario, interviewed 21 senior researchers and government officials, many with first-hand knowledge of biological and terrorist threats.
The list includes Heinz Feldmann, head of the special pathogens program at the National Microbiology Laboratory in Winnipeg.
Others include Robert Walker, chief executive of Defence Research and Development Canada; Frank Souter, who was at the time manager of biological threat counter-measures at National Defence; and leading academic microbiologists and the heads of biotech companies.
Their comments are recorded anonymously in the report, released by Health Canada.
