Day wrote to Chertoff in September 2006 after an inquiry by Justice Dennis O'Connor cleared Arar, an Ottawa telecommunications engineer, of having terrorist ties. The Canadian minister opened the letter in the informal tone that's well-known to civil servants who regularly receive his chatty e-mails. "Dear Michael," wrote Day.
