Day wrote to Chertoff in September 2006 after an inquiry by Justice Dennis O'Connor cleared Arar, an Ottawa telecommunications engineer, of having terrorist ties. The Canadian minister opened the letter in the informal tone that's well-known to civil servants who regularly receive his chatty e-mails.
"Dear Michael," wrote Day. "I wanted to make you aware of some of the findings of the Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar."
