Prime Minister Stephen Harper announced Friday the government will install two new military facilities in the Arctic to boost Canada's sovereign claim over the Northwest Passage and signal its long-term commitment to the North.

He said the Canadian Forces will build a new army training centre in Resolute Bay and refurbish an existing deepwater port at a former mining site in Nanisivik.

"Canada's new government understands that the first principle of Arctic sovereignty is: Use it or lose it," said Harper, who made the announcement in Resolute Bay.

"Today's announcements tell the world that Canada has a real, growing, long-term presence in the Arctic."

With a mid-summer temperature of 2 C when Harper spoke, Resolute Bay will be home to a new army training centre for cold-weather fighting that houses up to 100 military personnel.

[Military bases on the Northwest Passage is a GOOD step, but we still need more of a presence up north. Maybe we could have a National Research Council lab for polar research somewhere up there? The Russian government's sub that planted the flag on the North Pole came out of a Russian polar research lab. We could have our own. -- NSay]

Professor Posner believes Russia's expression of power is credible; Canada's is not. “Canada cannot prevent other countries from sending ships up the Northwest Passage, as the U.S. has demonstrated from time to time for just this purpose.”

Well I said it's a good first step, all we can do is keep it going. We can't just not try at all, that's a brital attitude... :(

If signs stuck in the ground could do it, then we've got a first-rate defense up there.

    Brital attitude eh?"<br />

And although I support select observations I see here, about the way things are, I also have little patience with the suggestions wasted on "change" by means similar t how we get here.<br />

Of all the posts I've read here none spellout what we are up against as well as the one-time, it seems, post of d.j.skinner.<br />

As for rough, rough has texture.<br />

Rough ought to be able grind through the "smooth" to expose the veneer of deceit <br />

But NO! we Canadians are polite. we hold weak0assed protests then go go and .... what? wank?<br />
We may have well have for all the good a few hours in a spotlight, if lucky.<br />

dj.sknner spoke of George Lakoff, a name I am familiar with and if memory serves I offered for presentaton here exactly what dj skinner points out n quotations below<br />

    <br />
""This last is the most serious item on the list of 7. (Much of this next is borrowed from "don't think of an<br />
    elephant" by George Lakoff.)<br />
A technique has been developed over the last 40 or so years, mostly from the advertising industry, to use<br />
words and pseudo information to manipulate the perceptions of whole nations.<br />
The Republican Party in the U.S. has refined this technique of “framing the debate” to a fine art. They<br />
understand that if you control the frame or the parameters of the debate then you can control the<br />
language and hence the message within the frame.<br />
After careful research, a phrase is used that has a strong emotional meaning which can be used to<br />
persuade gullible people to vote against their own best interests.<br />
A classic example is the use of "family values". This will evoke feelings of kindness, harmony, a well<br />
balanced upbringing of children, mutual support, compassion, freedom to choose and goodwill to others.""<br />

What I find most cynical about this whole announcement is that how many of
you actually believe that it will be solely "Canadian" military training in the
Arctic? We are no longer a sovereign military. A Ha Ha Ha. Harper has all the "I
    can't beleive it's not Canadian"s excited I can see.

When can we try NOT using the military for sovereignty issues and instead elect
people with strong visionary skills and a conscience?

If we say the Northwest Passage is Canadian, we're going to have to defend it.
