    BC Hydro grid affiliate to spend $5 bil on system in next decade <br />

    BC Transmission needs to invest C$5.1 billion (US $5 billion) in upgrades to the British Columbia grid owned by affiliate BC Hydro over the next 10 years to meet growth needs and to prevent failures and blackouts on its aging system, which that was built in the 1960s and 1970s, it said.<br />
    <br />
    The price tag was C$1.9 billion higher than the $3.2 billion estimated a year ago because of rising material and other costs, the agency said late Thursday. BC Transmission added that C$5.1 billion won't be the final number, either, because some upgrade costs have yet to be determined.<br />
    <br />
    The report indicated that some transmission lines, towers and substations are in such poor condition that BC Hydro faces the risks of blackouts if the lines fail. The need for beefing up the system comes at a time when power demand in the province is forecast to jump as much as 45% by 2028. <br />
    <br />
    The major projects involved include an interior to lower mainland project (C$602 million) that would go online in 2014; a Vancouver Island transmission reinforcement project (C$287 million) that would be in service in 2008; a central Vancouver Island project (C$84 million) that would go into service in 2010 and the Mount Pleasant reinforcement project in Vancouver (C$150 million) to be energized in 2011.<br />
    <br />
    The grid agency expects to spend $1 billion to connect new wind farms and other types of renewable generation to be built by independent power companies to the system.<br />
