SUMA president Allan Earle said the seven-per-cent increase is not enough, but Hutchinson said that's not all that's being offered.
The Saskatchewan Infrastructure Growth Initiative, worth about $300 million, will be explained to those at the convention. Five-year interest-free loans will be available to those municipalities with new infrastructure projects, including developing lots for residential, commercial and industrial construction.
"The whole idea is to help enable them to deal with growth. We haven't seen growth like this in a generation," Hutchinson said.
Other money coming to municipalities is $140 million over four years from the previous government's share of the sale of the NewGrade upgrader. That will be used for highways and roads.
The money needs to come soon, said Earle, since construction costs have increased so dramatically in recent years and the demand for new infrastructure is here.
"The longer we wait, the more costly it becomes," he said.
