Funded and organised by the US government, deploying US consultancies, pollsters, diplomats, the two big American parties and US non-government organisations, the campaign was first used in Europe in Belgrade in 2000 to beat Slobodan Milosevic at the ballot box.

Richard Miles, the US ambassador in Belgrade, played a key role. And by last year, as US ambassador in Tbilisi, he repeated the trick in Georgia, coaching Mikhail Saakashvili in how to bring down Eduard Shevardnadze.

Ten months after the success in Belgrade, the US ambassador in Minsk, Michael Kozak, a veteran of similar operations in central America, notably in Nicaragua, organised a near identical campaign to try to defeat the Belarus hardman, Alexander Lukashenko.

That one failed. "There will be no Kostunica in Belarus," the Belarus president declared, referring to the victory in Belgrade.

But experience gained in Serbia, Georgia and Belarus has been invaluable in plotting to beat the regime of Leonid Kuchma in Kiev.

The operation - engineering democracy through the ballot box and civil disobedience - is now so slick that the methods have matured into a template for winning other people's elections.

    No big surprise here. The media in Canada and the US are complete hyporcrites, they are resporting this story minute by minute online on tv and in print yet not a peep about the widespread voting fraud and irregularities that happened in the US.

    KWL, I agree with you! I also truly believe Canada doesn't do its own process with its media anymore. I think we follow the USA very closely in media styles. Canadian media is just like American media just with a bit more freedom. Pretty soon, we won't have that bit of extra freedom anymore! What is happening?

    Another fawning article from the Guardian, looking up to the Americans as all-powerful and able to control every political event in the entire world.

    While the Americans can be so admired, the reality is that they are only human. They may appreciate the efforts of the Ukrainians trying to finally throw the Russians off their backs, but it's unlikely that hundreds of thousands of people have stayed outside protesting for an entire week in freezing temperatures simply as a result of a slick marketing campaign. It's not like they're all wearing 'Nike' clothing too...

    Keith Olberman of MSNBC has been the only one who has been reporting voting irregularities in the States. Thanks anon. for posting links to stories about vote fraud, and yes they are very easy to find.

    yesterday's amusing story - Tulsa <i>World</i> has no idea whence came what it passed off as final election totals - numbers reversing an early Kerry lead by <em>reducing</em> his counts.     BTW the author of the book, Curtis, has also sworn an affidavit (Dec 6, state of Maryland) that his boss, Yang, said about Curtis' vote-rigging demo "You don't understand. In order to get the contract we have to hide the manipulation in the source code. This program is needed to control the vote in South Florida." Among other things.
