The premier said the Bag It Back program, launched a year ago, helps reduce landfill waste and boosts the number of products that can be made from recyclable material.
But he encouraged consumers to return more small bottles and plastic containers including Tetra-Paks, noting their return rate was "still low" at only 48 per cent.
Under the Bag It Back program, customers pay a deposit when they purchase wine, spirits and beer.
They then return the empty alcohol containers for a refund.
