Competition Policy Review Panel, Cont'd

The Panel's core mandate is to review two key pieces of Canadian legislation, the Competition Act and the Investment Canada Act, including the treatment of state-owned enterprises and the possibility of a national security review clause. The Panel will also examine Canada's sectoral restrictions on foreign direct investment, and the competition and investment regimes of other jurisdictions to assess reciprocity between their rules and Canada's. Separately, the Panel will also assess how Canada's policies may further encourage outward investment. The Panel will report to the Minister of Industry, on behalf of the Government of Canada, by June 30, 2008 with concrete recommendations to further enhance competition in Canada.

    Isn't this called "closing the barn door after the horse escaped" or something like that? I think in Proverbs is a text about filling a well after somebody drowned in it.

    Similar to what happened after the Reichmann's took some billions of dollars of family trust money to the Bahamas or the Cayman Islands and the government changed legislation.

    We need a "competition panel" in a free market system??? Doesn't that say loads about how "free" the system is....?

    It might be worth pointing out that the panel was selected by the Privy Council Office & not the government, although it was approved by Harper. Two of the five members are Conservative/Mulroney lovers I presume because three of the five members (the chair & the two lawyers, if it matters) are known Liberal supporters. Wouldn't it be something if they decided the government should reduce the level of foreign ownership & get involved in the economy! It would sound "slightly" different coming from them, rather than someone like Maude Barlow. Would Harper & crew would listen to those business people? Maybe, but I won't hold my breath, not even if it's a bunch of business people telling him. We'll just have to wait until June & see what's in their report.

    I wonder if the panel will address the the oil industry at all.

    ^ add "in the oil/gas industries" to every phrase of that passage. In other words "The Panel will also examine Canada's sectoral restrictions on foreign direct investment IN THE OIL/GAS INDUSTRIES, and the competition and investment regimes of other jurisdictions to assess reciprocity between their rules IN THE OIL/GAS INDUSTRIES and Canada's." It would be good to see the contrast between Canada's rules & those in other countries.
