But the recent rise of the Canadian dollar has hit the province's manufacturing sector particularly hard, and has become a hot-button issue for politicians. The government maintains new jobs created by the policy will offset the higher buying costs. Quebec's strategy announcement on Friday is also expected to include income tax credits to help manufacturing companies adjust to the strong loonie. All the measures are to take effect immediately.
