Canada-U.S. Company Loses Bid To Launch Rockets For NASA From Nova Scotia

Doug Cook, NASA's deputy associate administrator for exploration, said Tuesday that all 13 bidders had excellent proposals but Orbital of Dulles, Virginia, had the best overall package. "I believe the selected company has proposed the best approach to achieving a sustainable and technically credible capability," Cook said during a conference call with reporters. NASA officials said the losing bidders have been encouraged to continue with their research and development.
