Watson, a former English teacher at Buffalo Seminary, was declared a "level 1" sex offender and also ordered to surrender a DNA sample. He is forbidden from having contact with the student and from re-entering the U.S., except for probation hearings.
His controversial sentence will be rendered null and void and he'll be forced to return to court in the U.S. if the Canadian government bars him from entering the country.
"It's unbelievable," said Dave Harkins, a former neighbour of Watson's in Fort Erie. "I don't know how they could do that. How can they send an American back to Canada to serve his sentence, and how does Canada accept him?"
"If he's an American, why don't they deport him?"

But most important of all is that a foreign Government and a foreign legal system without legal juridiction in Canada, the United States of America, feels it has a right to sentence its own convicted fellons and citizens to Canada to serve their sentences and all the Prime Minister of Canada can say is that its Canada and Canadians fault for allowing lack laws to exsist in Canada but not that it is a violation of Canadian soverignity.
