Ontario first objected to the proposed EPA changes in February 2006, saying the United States isn't fulfilling its mandate under the U.S. Clean Air Act.
Since then, there's been more evidence of the damage caused by hundreds of thousands of tonnes of pollution wafting over Ontario and eastern Canada, said the submission.
Ontario has always been open to work with its U.S. neighbours, said Attorney General Michael Bryant.
"When we are unable to do so, or when other levels of government make decisions that will negatively impact Ontario, we will take appropriate legal action and file comments to protect our citizens."
Last year, Ontario joined 12 Midwest states in a lawsuit to force six major American coal-fired plants to install modern equipment to control pollution.
