Jobs are decreasing in familiar sectors in Canada, such as manufacturing and forestry, and Layton will tell the delegates representing B.C.'s organized labour movement that "it's time for a new model."
"By harnessing Canada's natural resources - our land, water, wind, sun and human innovation - we can create whole new sectors of work," says Layton.
"We can create high-skill jobs in renewable energy, in alternative cars and fuels, in high-performance buildings and infrastructure."
The advantage of these jobs under the new model, says Layton, are that they are high-paying jobs and can't be "outsourced."
"You can't ship a building to China to be retro-fitted," he says, referring to initiatives already underway in Australia and Germany to retrofit homes to create jobs while making them more energy efficient .
Layton says "green-collar jobs are not only the jobs of the future, they are the jobs of today and Canada must act soon to make sure Canada is at the forefront."
