Foreigners with visas will get the new I.D. called I-94 when they arrive and depart the state for the first time. They'll have to sit down and fill out background information. Then when the chip is up and running it will not be used to track those foreigners, but will contain background information on them.
Border crossing in Northern New York is getting an upgrade. Starting next week a radio frequency identification program will go into effect. The program applies only to foreigners with U.S. visas. News 10 Now's Amy Ohler spoke with the Department of Homeland Security and has more on the new I.D. system.
