Sask. Communities Consider Trash User Fees

Faced with increasing waste management costs, the town of Rockglen, about 100 kilometres southwest of Regina, last fall started charging $1 per bag of garbage collected. "There was some anger, some frustration, no one likes change," Mayor Leonard Davey told CBC News, adding that some people even stopped in the middle of the street to yell at him. "It's had its growing pains. We had done a bunch of research and decided instead of putting it on the taxes — it's an upfront thing, and will hopefully make people conserve." Saskatoon recently approved a plan to charge a fee for garbage collection and Regina is preparing to study its waste handling.
