When the government was preparing to fight the lawsuit, Mr. Mulroney was asked repeatedly about his relationship with Mr. Schreiber, Mr. Rock told the Commons ethics committee Tuesday.
“The answer that Mr. Mulroney gave under oath led the government to conclude that he had not had any dealings with Mr. Schreiber,” said Mr. Rock, referring to 1996, when the former prime minister famously testified that he had only met Mr. Schreiber for a cup of coffee “once or twice” after leaving office and that he “had never had any dealings with him.”
Mr. Mulroney has since acknowledged he was given $225,000 in cash-stuffed envelopes by Mr. Schreiber in 1993 and 1994 for consulting work he did after he left office.
“Had we known about the cash and the circumstances in which it was paid, it would have had a very significant effect on the litigation,” Mr. Rock said.
“We would have been dealing with a very different set of facts. Either we would have pursued questions ... to find out where the trail led, or we might have settled the case because the language was inappropriate, but perhaps that settlement would have been on very different terms.”
