Site Improvements

Some things that I have done:
- upgraded to geeklog 1.3.11, which has some security fixes
- fixed the comment form so that it will actually post comments if your language preference is set to french. I am surprised nobody pointed this out.
- added a french translation to the forums interface elements
- made it so that the comment you are replying to is displayed above the reply form. This is a big improvement.
- changed many internals in the forums and elsewhere to output better HTML
- made it so recent forum posts will be shown in a user's profile (as suggested by Rural)
- changed forum to use the user's date format preference
- changed entire site to set locale based on language selection; this means that dates will appear in french if you have selected french as your language.
Further, I am currently working on a new website layout that should speed up the site and make things easier to use. It was in limited test earlier today so I could get it to validate.
As always, if you find a bug or something that doesn't work quite right, let us know and we'll see about fixing it.
