It found that 72 per cent of off-reserve First Nations people in urban Manitoba and 70 per cent in urban Saskatchewan scored below Level 3 on the prose proficiency scale. Level 3 is considered the minimum for an individual to successfully cope in a complex knowledge-based society, StatsCan says. The literacy rates for urban Metis were higher, the report said.
