It found that 72 per cent of off-reserve First Nations people in urban Manitoba and 70 per cent in urban Saskatchewan scored below Level 3 on the prose proficiency scale.
Level 3 is considered the minimum for an individual to successfully cope in a complex knowledge-based society, StatsCan says.
The literacy rates for urban Metis were higher, the report said.
About 54 per cent of Metis in Manitoba and 56 per cent in Saskatchewan scored below Level 3.
