"There is evidence that U.S. facilities are outperforming Canadian facilities," said Paul Muldoon, with the Canadian Environmental Law Association, a partner with Pollution Watch. The organization compared the output of the same chemicals from the same type of facilities in the two countries to reach that conclusion, he said.
