She died Thursday afternoon in her home in Truro, N.S., located about 100 kilometres north of Halifax.
"It's incredibly sad and very upsetting. Nora was a wonderful person with a very big heart and a very warm and giving nature," said John McKiggan, the lawyer who represented Ms. Bernard in her fight against the government.
Police said they suspect foul play and are continuing to investigate. No arrests have been made in the case.
At the request of Ms. Bernard's family, Mr. McKiggan wouldn't comment on the circumstances surrounding her death. He said those who knew Ms. Bernard well have gathered to console the family.
"Her passing is a tremendous loss both to her immediate family, and her much larger family of the aboriginal survivors, who she worked to help for many, many years."
After a forensic identification unit examined the scene, police began to suspect foul play, said a Truro police spokesman. For now they're waiting for more information.
