The FBI is said to be keen to urge police forces of allied countries to work together to improve international security.
Such a database could hold details of millions of suspects and one section would feature the world's most wanted criminals.
A spokesman from the FBI told The Guardian newspaper: "Server in the Sky is an FBI initiative designed to foster the advanced search and exchange of biometric information on a global scale.

Some fellow citizen standing on a stage telling you he's is going to take away your rights because he thinks you are a potential criminal. Over what? Oh not because the 'enemy' is a superpower with a massive army, 22,000 nuclear warheads and an extensive spy network with stated global intentions -- no no -- the 'enemy' is now two letters in the English alphabet with official announcements of 100 Taliban suicide bombers making their way to Canada any minute. The announcements of course are from the people that not only want to suspend rights, but really don't like a lot of their fellow citizens.
Very democratic and it's good to see the 300+ corrupt assholes in our joke Parliament more or less concede that elitist fascist worry -- sorta reminiscent when fellow citizens stood behind some other citizens and shot them in the back because he thought they potentially wouldn't go 'over the top' to defend Empire.
I ain't even going to bother voting this time around...
